I've had nothing but good experiences at Westbrae, even when they've been out of what I was looking for (Roma tomato starts most recently). At such times, they've apologized and told me to come back on a specific day, when more are coming in. They've also offered to special-order things for me when I asked for stuff they don't usually carry. Good selection of seeds, both conventional and organic, for flowers/vegs. Owners recently retired, but transition was seamless except for being closed one weekend (inventory?). Service has been excellent both before and after the ownership change.

They carry Annie's Annuals and Kassenhoff Growers selections which already puts them above a run-of-the-mill nursery. They are just down the street from Berkeley Hort so I'm sure competition is hard. They carry more statuary, water features , and bric-a-brac than Berkeley Hort does. They nearly always have nice sales on things and plants they need to move out. It's a small, pleasant nursery and they're willing and available to help customers.
