My husband and I have a difference of opinion I want to take out the cement that there put sand and nice rock walk way but he says we can just cover up the cement u know leave it and put the sand and rock on top please help we r new to this thxs

If you want your flagstones/pavers/etc bedded in sand, then you do need to take out the cement. But you can use mortar or something and stick the stones/pavers down on the cement, gives you a similar look. The thing to consider is the height of the patio--if you take out the cement and put in pavers, then the patio will likely be about at the same level it is now, but if you put the pavers/stones over top of the cement, you'll be raising the level of the patio up by the height of the pavers plus mortar. May not matter, but it may cause problems with the height of steps, etc leading to/from the house, walkways leading to the patio, etc.
