i bought dwarf roses after i while i saw in the leaves something like white powder and the new buds are withering i cheked but it didnt need water what can i do can it be saved(i am careful i did not overwater)

It sounds like powdery mildew. Here is a link with info for you.

Roses need really good air cirrculation and when you do water, try to do so early in the day and try not to wet the leaves. That should help some.

Baking soda and ivory liquid in a gal. of water. Wet down really good. Do it a couple of times a week. About the best remedy I've found.

milk and water also works well, as does neem oil and water. powdery mildew likes cool dry nights and warm days and contrary to some opinions, even plain water on the leaves will help some but the remedy that jim41 suggested, and mine, are the best choices.
