Sorry if the pic is hard to see. All of our shrubs have this I was told it was fungus. For the past 3 weeks I treated it with Shultz fungicide 3 spray but it is still this way. It would make new growth and that would turn like the pic, curl up while green and die. Now it is attacking the whole plant on the old healthier leaves. Thank you.

Not familiar with how things go in Texas but all of your shrubs at once? I had trouble with a swatch of plants on one side of the house. I blamed it on the lawn care service spraying something at neighbor's house on a windy day. Cut off all the dead/suffering parts and the plants recovered by the end of the season.

Sorry about your plants. Not as knowledgeable as others here but am skeptical that all plants would be attacked equally. Get a second opinion or rethink the problem for alternative explanation....
