It's a Japanese Barberry, Berberis thunbergii. It has become a weed in much of the eastern U.S.

As already stated, it is a Japanese Barberry...looks like the Crimson Pygmy. I have 5 of them out in my front yard. I like them because of the color, compact growth and they can withstand the heat and humidity in my area.
